that he can use to edit secondary data source information. For example, a
form contains a drop-down list of company locations that is populated from a
secondary data source. When the company adds or changes a location, the user
must change the information in the drop-down list.

What I need is a user-friendly way that the user can edit a secondary xml
file, using an InfoPath form.
Have you thought about using a SharePoint list for the drop-down contents instead of an XML file?

Can't use a drop down list because the content of the list cannot be changed
by a user using an InfoPath form.
Have you thought about using a SharePoint list for the drop-down contents
