users cannot fill out forms.

They recieve this message....

"This form cannot be opened because it requests domain security level and is
only allowed restricted security level.  Contact the form author to resolve
the issue."

The problem is that the permissions are set to domain security level on the
form.  Is this being changed when i publish it to our intranet?  The user has
contributor access to the site.

I think that IIS security is saying that the internet is not the same domain
as the form so it is IIS holding it up.  If you make the form full trust by
digitally signing it or similar does that help?
