Prevent users from editing forms

Hello;

Is there an easy way to prevent users from being able to enter Design mode
and edit a form when they open it?  I want to guarantee that my forms'
integrity will be maintained when deployed.

Go to "Tools > Form Options..." and check "Enable protection" on the
"General" tab.

This does not work.  Enabling protection only causes a popup when someone
tries to open the form in Design mode notifying them that it "belongs" to
someone else.  After clicking OK, they are allowed in to make changes.  The
InfoPath Help files point this out also, and it is not good enough.

Does anyone know a REAL way to stop users from editing forms?

If someone has access to the XSN they can always edit it by right-clicking and choosing Design.

I don't know of any sure-fire way to prevent modifying a form template.
