Which MS program(s) to use? Newbie needs help!

I need a form that would be used to inspect multiple industrial facilities,
each of which includes an office and multiple buildings.  Each building has
up to 100 specific areas to inspect.  I would first like to choose which
site, be prompted for which building, see a list of all specific areas within
the building, choose which area to that needs attention, then finally see a
checklist of common parameters to address where I would use a touch screen to
choose one or more parameters.   When I returned to the office I could print
the specific areas that need to be addressed with a full list of parameters
chosen.  The only data entry would be choosing building, area and parameter
selection on a touchscreen.  Is InfoPath the program?  Is OneNote?  Is
Access, InfoPath and OneNote?

Probably

Infopath with a dbase backend that allows drill down onto the database held
on the tablet you are using is probably the easiest solution to implement and
support.
