Form Standalone and then data added

Can a form be sent to someone to fill out independent of a data connection
and then, when returned, have the data be added to the database?

Yes, you could submit to the database using a webservice and build in a
mechanism for detecting whether an "online" connection is available to submit
the form when it is returned. See
