We have about 900 PCs and only about 600 licenses for Office.  Those other
PCs are used for clinical purposes and don't need Office.  Can a form created
in Infopath be accessed and completed on one of the PCs that doesn't have the
Office license?

The long and short of it is no, however the next version of InfoPath will
provide the ability to publish an infoPath form so it can be completed on the
web, check out
http://www.microsoft.com/office/preview/default.mspx

Cheers
