What permissions are required to query a Sharepoint list?

I have a data connection to 'receive' data from a Sharepoint list.  The user
running the form has administrator privileges to the site as well as Reader
privileges to the Contacts 2 list.  When he trys to run the form he gets:

Form template: file:///<left out for privacy
reasons>\Dept%20Status%20ReportsAuto\Forms\template.xsn

The following DataObject either cannot be created or cannot be initialized:
Contacts 2

The query cannot be run for the following DataObject: Contacts 2

InfoPath cannot run the specified query.

Access is denied.

How does one resolve this?

If the user has access to the site and list, that should be all they need. There must be something else causing the issue.
