no "Add or Remove Custom Controls" in Controls task pane

I want to insert a third party ActiveX control into InfoPath, however I
can not see "Add or Remove Custom Controls" in Controls task pane,  I
am using InfoPath 2003 and OS is XP.

Your help would be greatly appreciated!

It is there... it is a link at the very bottom of the Controls task pane (just above the Help With Controls link).
