Does anyone know if it is possible (and if so, how to) to have an item email
alert automatically set when an Infopath form is submitted to a WSS
sharepoint library?

Jake,
Once the user has the Form library open on screen they should be able to do
this from the left hand pane.
There is a link titled "Alert Me" from here a user can set up an email alert
each time a form is added to the library.

Cheers

Setting an alert for the entire library will also alert them when other users
submit forms to the library, which I don't want. I've got a reminder dialog
box upon form submission, but my users are still forgetting to set the item
level alert. Hence my desire to automatically create item level alerts for
them....Any ideas?

Hi Jake

My company’s product - SharePoint Reminder - may do what you want.

For example if you had an expenses doc library, and assuming you are
'grabbing' the appropriate fields from your InfoPath form into library
columns you could setup the following Reminders. Keep in mind that this is
only one example - its pretty flexible.

1) When a expenses form is submitted it emails the user who is listed as
that persons 'supervisor' alerting them that they need to approve an expenses
claim.
2) When the supervisor approves the claim it could email an accounts/admin
user and cc the person who filed the claim - letting them know it has been
approved and is ready for payment.

Check it out and if you have any questions then drop me an email.
