Launching InfoPath from URL -- nothing happens

I have an aspx page that has a hyperlink to:

<a title="Statement of Assurance"
href="file://sharepoint-tr.blank.com/ITCompliance/BC_DR/Plans/StmtOfAssurance/Forms/template.xsn">

I can launch this form from the aspx page fine, but we have one user that
clicks it, IE launches, you see the path in the status bar but nothing
happens.  It never loads.  Any clues why this would happen?

Googled Infopath Command line arguments and got oodles of hits, including:

How do you get command line parameters to work with HTML hyperlinks?
