Create a section thats size cannot be changed?

i was wondering if it was possible to create a section that's size was
unchangeable. Like right now i have arepeating table inside a section,
but i want it so that the size i have it set for, it cant be stretched
by the user or the add new column

It sounds like you might be looking for the Scrolling Region control.
