To add to my previous post,

Error Message:
******************************
InfoPath cannot create a new, blank form.
InfoPath cannot open the form. To fix this problem, contact your system
administrator.

the dialog box that presents me with this error also has a "Show Details"
button that when pressed provides this:

Form template: file:///C:\data\documents\StoryBoards\Environment_Request.xsn
The form template is trying to access files and settings on your computer.
InfoPath cannot grant access to these files and settings because the form
template is not fully trusted.
***********************************************

Because I can't open the form, I can't change it's security level at the
Form Design level. The file won't open at all.

Thanks again for any assistance.

Did you try to right-click the .xsn file and choose Design?
