form very slow in opening

Here is our scenario:  We have a form that submits to a webservice.  We
published the form to a shared directory.  If you are connected to the
network directly the form opens very quickly.  However, if you are outside of
the network and use a VPN connection it takes a very long time for the form
to open the form from the shared location.  And the speed doesn't really
change after opening it consecutive times, unless I save a copy locally to my
desktop.  And that's the part that really doesn't make much sense to me.  
Once the form template has been opened I thought that it gets cached and
would open up much quicker.

As I mentioned it is somewhat quicker when I save a local copy to my
desktop, but I am also on a high speed connection.  We have some users who
are still using a slow connection.  And we are getting reports from them that
it is very slow to open.  Here's another twist - when you are not online the
form opens up right away.  It only seems to be a problem when connected to
the VPN.  Is there anything we can do to speed up the time it takes to open
the form?
