Is don't have access to the Web Server, so don't know the names of the Web
Services. Is there any way around this constraint?

Without Access to the web services it is not possible.
What you should do, however, is Create a Form Library called Issues List and
recreate the same fields as the Issues List, that way you can get around the
problem
