How to submit to a Sharepoint issue list?

I need to create an issue tracking form that submits to an Issue List in
Sharepoint.  When you set up a data connection, you only have the choice of
submitting to a "forms library" or a Web Service.  How do I set one up to
submit to an issue list?

You can do it using SharePoint's Web Services.

Is don't have access to the Web Server, so don't know the names of the Web
Services.  Is there any way around this constraint?

Without Access to the web services it is not possible.

What you should do, however, is Create a Form Library called Issues List and
recreate the same fields as the Issues List, that way you can get around the
problem
