Why can't I get a hyperlink to work once a form is locked?

I am using Microsoft Word 2002 SP3 to create a form with various fields and
several hyperlinks to email addresses.  Once I lock the form, placing the
cursor over the hyperlink gets me the "CTRL + Click to follow link" message
but when I press CTRL the little hand does not come up and pressing click
does not transfer me to the email form.  What have I done wrong?
