Not sure I even know how to ask the question but let me try........

I will have a form with name and email.  The initiator can fill out
repeating sections with free text information.

Is there a way to limit the number of repeating sections or cells in a
repating table?

Also, if I want to store this in SQL, do I need to create a field for every
possible repeat or will the form just add rows to the SQL table?

Do I make sense?

Not sure if I understand your question correctly.

A repeating section or a repeating row will correspond to a row in a table.
Do you have a repeating table in a repeating section? And do you want to
limit the rows or the columns when looking at a repeating table?
