"Infopath form services" is not visible under Central Administrati

Hi,

I have installed WSS 3.0 & created a site collection. I want to publish a
Infopath form which can be opened through browser.  When I try to publish it
gives following message..

This form template is browser-compatible, but it cannot be browser-enabled
on the selecte site.  This may be caused by one of the following reasons:
 - The server is not running InfoPath Forms Services
 - The necessary features are not available on the site collection
 - The policy setting on the server does not allow users to browse enable
templates.

Then I opened the Central Administration > Application Management . There it
is not even showing "InfoPath Form Services" section. Can anybody please how
to enable these services. If I am not wrong these services comes with WSS.

Form Services do not come with WSS out-of-the-box, only with MOSS. You will
have to get Forms Server to be able to publish browser-compatible InfoPath
forms.

FIs forms services in any other version of Sharepoint?
What I interpret but could be wrong is there is the Form server and
SharePoint Enterprise that are forms  enabled, is this correct?
Which is a better development tool for forms on sharepoint.  InfoPath 2007
or Sharepoint designer?
