How can I set a textbox value based on whether or not an Optional Section has
been added?

ex: no optional section entered, textbox value = AU
optional section entered, textbox value = JS

I've tried using rules but there doesn't seem to be a choice for if an
Optional Section is present or not.

I do not believe you can do it in native InfoPath unless you script a value
getting set based on display of the section
