Creating InfoPath Forms in Browser

Hi,

I am new to InfoPath, MOSS, etc.

I need to give my administrative users, in a web-based application, the
ability to create forms within their browser for other users to fill out.

Our goal is to not have the end-user to purchase any client-side
applications (in this case InfoPath) but instead to allow role-based users to
create the forms from within the browser, publish it from the browser and
then have it available for other users to fill out the forms.

Is this in any way possible or am I just dreaming?  I suppose anything is
possible with the right code but at what cost for a development effort.

Hello

Infopath 2007 allows users to fill out the forms in the IE without having to
install Infopath.
