Buttons (previous, next, add, delete)

Is there a way to add these buttons to an InfoPath form so that they work as
they do in Access?

which describes part of the solution for you. The other part for adding and
deleting records you can get when you bind your form to the database. Both
solutions are codeless. But you can write code to do all of this too if you
wanted to.
