You'll need to be a little more specific. Drag and drop is available in
both the designer (when creating a form), and in the editor (when filling
out a form). Are you seeing behavior that differs from that? If so, what
are you trying to accomplish?
Adding images is allowed in Rich Text boxes. Adding them in the Editor is
trivial. Adding them as part of the default data when you open the form is
a little trickier but still doable. Extract your form files in the Designer
(File -> Extract form files...). Close InfoPath and open the extracted form
files folder. Open template.xml and add your picture to the rich text box.
Save the file, and you should be set!

i can't seem to make this work. i'm not seeing an "Extract Form Files"
option in the file menu. can you please explain further. thanks

thanks Josh. I figured out what you were talking about. I have to go into the
template.xml and go to the Insert menu and insert my image. Thanks.
