Form/Browser Compatability question (selected feature is not supported in server forms)

I'm having a browser-compatibility problem publishing a form. (If
you're new to publishing forms, I'm building a checklist for you to
try below ... based on the help tips and blogs that I've read)

I'm receiving the error message "This form template is browser-
compatible, but it cannot be browser-enabled on the selected site.
This may be caused by one of the following reasons:
- The server is not running InfoPath Forms Services
- The necessary features are not available on the site collection
- The policy settings on the server does not allow users to browser-
enable form templates

I was able to successfully publish to the server using InfoPath 2003
but not in 2007.  From the server end, InfoPath Forms services is
running. I ensured that the Central Administration Tab's Application
Management settings are set:

(1) Allow users to browser-enable form templates is checked
(2) Render form templates that are browser enabled by users is checked
(I tested removing this setting as well)

>From the form design end I've gone into the File / Preview / Form
Options settings and

- checked the compatibility option is checked "design a form that can
be opened in a browser or InfoPath"
- Design checker testing in the form options and reworked the form
until I had no errors

When I drill down into the error messages, it says "This form template
is set to be compatible with InfoPath and InfoPath forms services. The
selected feature is not supported in server forms. To change the form
template compatibility setting, click form options on the Tools menu,
and click compatibility category."

- Then I confirmed the compatibility functions are good by reading the
"forms server controls" in the SharePoint server manual.

- I started new forms in 2007 with the "only display browser enabled
settings" was checked to ensure I wasn't using non-browser supported
functionality

-  I tried creating and publishing a two row form (option button and
check box)

Now I'm down to trying to publish just a heading so did I miss a
server setting? I have full writes to my sharepoint site, which is one
level down from the root (e.g., http://sharepointit/mysite). I've
created a forms library on my site to publish the form to. (Again, I
got this to work in InfoPath 2003 but we didn't want to deploy the
client to all users so we installed InfoPath 2007, and we're on a
SharePoint 2007 site.)

When I go to publish the form, the "enable this form to be filled out
by a browser" checkbox is still dimmed.

Any feedback and suggestions are greatly appreciated!
