I am using Excel 2003, and when I change the color of a cell, the color on
the screen never changes. I can open the print preview and see the color
change here.
Any Ideas?

If this is a problem with all Excel files with colored cells, the Windows OS
high contrast setting may be turned on. There is information in the
following MSKB article:
OFF: Changes to Fill Color and Fill Pattern Are Not Displayed

Maybe this will help.

The fill color, the fill pattern, or the line color of a WordArt or
AutoShape object in an Office document does not change
As directed, change the High Contrast setting in Windows OS
