I somehow got a spreadsheet (aka "Workbook", I think) to hide its title bar
and vertical scroll bar outside the visible area of the Excel work area.

The sheet's title bar is covered by the Excel window's bar that shows the
cell location and content.  The vertical scroll bar is off the right edge of
the Excel window.

Fiddling with the View menu has no effect.
Closing, reopening, and copying the Excel file has no effect.

How can I move a workbook if I cannot get the mouse onto the workbook's
title bar?
How can I control where Excel displays workbooks in its display area?

Try
Window|Arrange|tiled
and resize after you can see that worksheet window.
