You can't do this natively in 2007, but they left in the VBA hooks. Andy
Pope has an add-in that uses those hooks to apply patterns:

I just found this thread and downloaded Andy Pope's "solution". Now how do I
get it to be available for all workbooks, even the one I started with. It is
not saved so I have to keep reinstalling the add-in. Am I doing something
wrong?

Have you actually installed it as an add-in? Once you've done this is should
remain available for all workbooks, across sessions of Excel.

That was a silly move to remove the option - not everyone prints in colour -
the lines/hatching are so much better (and the textures are useless)
