When I hit the ? key in a cell in excel or a "/" character, the character " É
" is displayed.  I only have English (US) selected as my office language.
How do I fix this?

Just because English is your language, your font can be at fault.  First make
sure the font of the cell is something like Arial.

Next check that spell correction is not tripping you up:
Tools > AutoCorrect Options... > AutoCorrect and make sure there are no
unwanted replacements.

Both settings in 'Regional options' tab and one under 'Advanced'  (Regional
& Language Options' setting in Control Panel) should also be checked and
corrected..
