I'm unable to unhide rows 1-3 in Excel

Rows 1 through 3 are hidden on a worksheet. I followed the directions to
unhide rows, but it's not working. What can I do?

perhaps they are filtered

try

Data|Filter|Show all

And if showing all the filtered rows doesn't help, try:

Window|Unfreeze panes
and scroll up.
