It is a worksheet setting not a workbook setting
Do you say that every sheet in every workbook have this problem.
Do you use xls files or 2007 files (xlsx, xlsm)

From the user's report - this happens sporadically and typically 07 files are
used.

I never hear about this problem
Changing the view and saving the workbook is the only way I think

Try selecting all sheets before changing the setting.
