Override Dial control

Hi,

I'm trying to understand if it is possible to create a program that
overrides the outlook dial funcationality.

Basically I want the dial action, to reach through to a web page rather
than go through TAPI.

I know building a TSP is possible, but that is a lot of work for what I
want to do.

Internet Explorer, Firefox, Netscape, Opera, can all dial the internet.
