I am having difficulty sending to specific addresses using outlook 2003. The
message appears to go correctly, but the user does not receive it. I do not
get any rejection notices. I can send from the webmail account with no
problems. It does not happen for all email addresses but always happens with
the same ones. I have it setup as a regular pop and smtp account on using a
DSL connection.

If the message appears in your Sent Items folder, that's a fairly certain
sign that your ISP has accepted the message for delivery and you are out of
the loop. It's not an Outlook sending problem. It's a problem either on
one of the intervening routers or it's a problem on the recipient's end. In
no case can you address any of the problems that occur after the message has
left your PC. However, you could get your ISP, at least, to track the
message on their systems to see if it it transmitted from their system.
