Yes, simply use the provided editor and it will automatically generate a
Plain Text, Rich Text and HTML version out of it.

Thanks. But.. how? I have saved it as html file already.. I just don't
know how to choose it as signature in the Outlook.. can you pls. tell
me the step by step procedure? thank you so much. :)

In that case you can also replace the signature file here;
C:\Documents and Settings\%username%\Application Data\Microsoft\Signatures

In MS Outlook 2003, we can create an HTML signature by going to
Tools>Options>Mail Format>Signatures>New>Use this file as New
Template>Browse>Next>Finish

There is no way other than placing the file directly at the path I provided
you or simply use the editor to create it instantly.
