Outlook replacing apostrophes wi    th ’  - Any ideas anyone?

Several weeks ago, I started getting all apostrophes in message replies
replaced with the characters ’.  Messages appear to go out okay, but when
they are replied to, the garbage characters have taken the place of all
apostrophes.  It appears that this problem happens when exchanging mail with
persons using web-based email clients such as Gmail, Yahoo Mail, Juno, etc.  
I'll do a bit of testing, but I don't think the problem occurs when
performing Outlook-to-Outlook mail.  I've seen several posts with similar or
identical problems and they appear to have generally happened around the same
time.  Is it possible that some update caused the problem?  I have been using
Outlook 2003 w/SP 3 since the initial release and have had no problems until
recently.  Any help or insight would be -greatly- appreciated!  Thanks, all.

I checked the encoding and it's set to Western European (Windows and
