Outlook forms question

I have created an Outlook form that functionally works.  Problem is when a
user opens up the form it is automatically scrolled down a little bit cutting
off the first question.  Thus, the first question rarely gets answered.  Is
there a setting to correct this?  Thanks

Check the tab order for the forms controls.
