Error Messages when opening inbox in Outlook 2003

Compaq desktop, running Windows XP, Office 2003.
When trying to open the inbox in Outlook, I get an error message that says
"This set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists." I've also gotten a
message about "one or more parameters are not valid".

I've contacted our ISP and yesterday they had an outage but everything seems
to be up and running again. We can check our outlook e-mail on other
computers, it just seems to be the Compaq that's being difficult. I've also
gone in and tried to view the e-mail accounts. When I go to Tools -> E-Mail
Accounts, I get another error message that says "operation failed due to a
registry or installation problem. Restart Outlook and try again. If problem
persists, please re-install."

Obviously I've restarted Outlook but still get the same message. Would
re-installing Outlook cause a user to lose all their data (i.e. messages,
contacts, etc)? And would that be the path of least resistance at this point?
Or anyone have any other ideas?

Any help would be greatly appreciated!

Are you using an Exchange account?  Open Control Panel's Mail applet and
state what type(s) of account it shows.
