Outlook Express will not start?

I just insalled Windows XP and Outlook 2003. When I try to open my old
Outlook Express. I get this message "Outlook Express could not be started
because MSOE.DLL could not be initialized. Outlook Express may not be
installed correctly." I have tried re-installing and still get the same
message. I just need to retrieve all of my old inbox.

I'd go over to the Outlook Express newsgroup to be sure
http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?dg=microsoft.
public.outlookexpress.general

but I'm going to wager that

or http://support.microsoft.com/kb/238656 resolve the issue.
