Outlook 2003 mail sending error

Hi, I heve outlook 2003 and I cannot send e mail, I get this message everytime:
553 sorry, that domain isn't in my list of allowed rcpthosts (#5.7.1)
I tried the ISP server and they said the problem was with outlook.
Remove ABCD from Email address to reply - 23 Jun 2007 20:06 GMT
I find it hard to believe that the message would be a Outlook problem, but I
would try sending to that same address from my web mail with that same ISP
and see what happens.
