How if at all possible, can I set up a voice notification upon receiving new
e-mails?

in windows-  start/settings/control panel/sounds and audio divices/sounds
tab/new  mail notification/browse- then you need to have a .wav file of the
voice notification, not enough time to explain how to record on the computer,
anyway, then in Outlook settings, make sure you have a check by play a sound
when new mail comes.

Do you want the same voice message for every email?  Basically just saying
"you have mail" in a recorded voice.

Or do you want the email subject read to you?
