Send to in Outlook 2003 Creates Plain Text

When I use Outlook 2003 all the defaults are set to create HTML with
Word 2003 as the editor.
When I attach a file using Send To (e.g., if I search for a file, find
it and then right click on it and say Send To|Email, it pulls up
Outlook but the mail format is Plain Text.  Even if I go to format and
change to HTML it still does not use Word (e.g., does not do automatic
Spell Check).  Is there a way around this?
