Send/Receive Not Executing at Startup for Outlook 2003

How do I correct the problem of an automatic send/receive not executing when
I start Outlook? I have checked everything I can find at “Tools”, “Options”,
“Mail Format”.

Setting an automatic polling interval will force a poll on startup.
We have no idea what you did. We don't even know what mail account type you
are using. Perhaps you should tell us if you need help.
