I am attempting to import my contacts that are presently in Office 07
on an XP system to my home System running Vista Home Premium.  I
follow the same procedure (export to a comma separated value Windows)
however upon import to the Vista machine, the business cards all
appear blank.  The import process appears to be taking place (as
evidenced by the progress bar) but always blank contacts.

Any thoughts on this one ?

Thanks.

Only the ones we have posted here countless times. Importing is never the
correct way to transfer Outlook data. Not sure why you would use it,
especially through a different file format.
You already have an Outlook data file. Just copy it and open it in the other
installation. Do not touch export or import. Ever.
