It sounds like the "ß" got converted then already before Outlook receives
it.
Does it show correctly when you look at the message in your webbased
mailbox?
If yes and if you also have a virus scanner that integrates with Outlook,
disable this integration and try again.

Dear Roady,
MSN Hotmail displays the characters correctly.
Turning off the virus and spyware components of Windows Live OneCare did not
solve the problem if Outlook 2007.
I didn't have this problem with the earlier version of Outlook.

Are you using the MSN Outlook Connector to connect to Hotmail or the default
HTTP connection? If the latter I suggest you use the Outlook Connector
instead.
