I am trying to edit templates that the person before mw created for Outlook.
When I open them in there location and add what I need to it creates a new
mail in Drafts and does not save the added info.

Templates as in .oft files? You would need to save the modified template also as an .oft file. You can do that from the copy you made in Drafts, or turn off Word as the editor in Outlook 2003 and use the File | Save As command.
