Whenever new, unread mail came into my Inbox, an envelope appeared next to
the Outlook icon in the Windows Task Bar (down by the time). I accidentally
right clicked on it and hit "hide envelope." Now it doesnt appear when I get
new mail. How do I get it back?

Hello Mike,
On the right bottom of the task bar check whether outlook icon is displayed.
If no please right click on the taskbar and click on system
notifications>add outlook to the list or change the settings >like you can
show the icon as open outlook or hide them.
Once you receive the outlook icon , right click on the icon and click on
show new mail desktop alert.
Hope this will resolve the issue.

Right-click the Notification Area and choose Customize Notifications.
Locate the "You have new unopened items" icon and change the behavior to
"Always show".

That wouldn't work in this case since the right click functionality on the
new mail envelope toggles the option in Outlook and not in Windows Taskbar
Settings.
