You need to take the opposite approach. Create a rule that moves ALL
messages to the Junk E-mail folder (i.e., do not specify a condition) and
include an exception of "except with specific words in the subject" and make
those specific words "a", "e", "i", "o", "u", or "y". This will allow any
message with any English word on the subject to remain in the Inbox, but any
messages whose subject is empty, contains only punctuation or digits (or a
combination thereof), or nonsense strings without vowels to the Junk E-mail
folder.

Thank you; a very interesting approach. I'd still love to learn how to
specify Subject is blank or, if that can't presently be done, get MS to make
it an option.
