Outlook 2003 will not send or receive email after user logoff/logo

Outlook will send and receive email very well following restart of computer,
but once one user logs off and another logs on, it will not send or receive.  
When I test account settings, it finds the network connection, the outgoing
and incoming mail server, but will not log onto the incoming mail server, and
the test message fails.
