What is the function of the "Add Friends" command in Outlook 2007

I have just loaded Outlook 2007 and notice a new Add Friends command with
what appears to be a IM buddy icon on the toolbar.  Does anyone know what
this does?  I cannot find any information within Microsoft support.

This is likely a tie in with MSN Messenger but since I don't use Outlook
2007, I can't be sure. Someone else will come along and confirm or correct
me.
