Outlook Express 2003 can't receive emails in office with each othe

We cannot receive emails from each other in the office even when we cc them.
Only outside of the business emails come through.  How do we fix the problem?
We use POP Server example: donna@company.com.

No such program as OE 2003. If you have OE 6 and not Outlook, post in an OE
forum. OE is not part of Office. OE cannot use an Exchange Server. You need
to switch to Office and Outlook.

While I agree that yes, they need to clarify what they are running by going
to help - about and verifying that it is either Microsoft Outlook Express or
Microsoft Office Outlook, I do have a couple concerns about the rest of
this.

First, OE can use Exchange Server, since Exchange works quite well as a POP3
and IMAP4 server.
Second, why, exactly, do they need to switch to Office and Outlook?  I don't
see anything that says they are using Exchange and you're suggesting an
expensive proposition that would very likely do nothing (and even if it
does, I don't think that it's required to fix the problem at hand).

We got it fixed by calling  a tech to look at it.  Our ISP was put on a
blacklist.  The system now functions properly.

Please clarify - Outlook Express, or Outlook 2003?
What means "cannot receive" - are the messages sent successfully, but do
not arrive at their destination? Could it be that they are spam
filtered? Can you send successfully to the outside world?
