No such program as OE 2003. If you have OE 6 and not Outlook, post in an OE
forum. OE is not part of Office. OE cannot use an Exchange Server. You need
to switch to Office and Outlook.

While I agree that yes, they need to clarify what they are running by going
to help - about and verifying that it is either Microsoft Outlook Express or
Microsoft Office Outlook, I do have a couple concerns about the rest of
this.
First, OE can use Exchange Server, since Exchange works quite well as a POP3
and IMAP4 server.
Second, why, exactly, do they need to switch to Office and Outlook? I don't
see anything that says they are using Exchange and you're suggesting an
expensive proposition that would very likely do nothing (and even if it
does, I don't think that it's required to fix the problem at hand).

We got it fixed by calling a tech to look at it. Our ISP was put on a
blacklist. The system now functions properly.
