I have many clients experiencing the same issue. Intermittently, users will
send mail only to have it stay in the outbox. Once they close and reopen
Outlook 2003 the mail sends. When this manifests I can sucessfully telnet
to port 25 of the mail server. I have tried disabling Symantec AV to no
avail. Any assistance would be appreciated.

It can be an issue for couple of technical reasons.
>merely by disabling antivirus will not resolve the issue, it can be an issue with other third party programs.(spyware,spyboot)
>since its happening with couple of desktops, I presume to be an issue with router itself.
>bypass the router and check what happens.

Bypass what router? Again, when this happens I can access the mail server
SMTP service via telnet so it would appear to be an Outlook issue.
