In Outlook 2003, if I inserted an animated gif into the body of my text, I
saw the animation. I've just upgraded to 2007 and now when I insert the
animated gif, I see the basic picture, but there is no animation. Is this a
bug, user error, or is there some kind of a setting to enable the animation?

This is by design. Outlook 2007 does not support animations. There is no setting to change that behavior.

You won't see it animated when you insert it - no control. A recipient with
Outlook 2007 would need to view the email in Internet Explorer to see the
animation.
