different exchange mailbox but same signatures in outlook 2007

My client uses Outlook 2007, with Small Business Server 2003.  Exchange is
setup and working fine.  Just recently, one user changed their signature in
Outlook, and another user lost his signature and has that person who updated
the signature in its place.  We tried to remove the signature, it removed it
from the initial user and changed back.  This is very strange.  Can someone
give me some insight.

Something seems to be missing here, since signatures are client side.

Are these users sharing a desktop, or are they using a terminal server?
